Willow Palmer is a legislative analyst at InState Partners. In this role, she supports legislative and program strategy, working with state leaders to advance new and renewed programs that bring flexible capital to underserved and rural communities. She also develops legislative materials and coordinates site visits with lawmakers to highlight the impact of investments.

Ms. Palmer received her bachelor’s degree in political science from Dickinson College and studied political science and French at Sciences Po Toulouse in France.
